In order to produce a blue-eyed baby, both parents must have at least one copy of the blue eye gene. Since brown and hazel eyes are dominant traits, they will mask the blue eye gene if present. Therefore, it is impossible for two parents with brown or hazel eyes to produce a blue-eyed baby.
