What contracts when the biceps relax?

The triceps.

The triceps are the muscles on the back of the upper arm. They work in opposition to the biceps, which are the muscles on the front of the upper arm. When the biceps relax, the triceps contract, and vice versa. This allows us to extend and flex our arms.
