What are the counterinsurgency stages?
1. In the beginning phases a counter-insurgency is not declared.
- Limited forces and assets
- Low visibility
- Guerrilla is able to build influence with community
2. Next comes stabilization which aims at establishing local trust.
- Counter-insurgency operations become official
- More forces deployed
- Infrastructure projects funded
3. Security phase concentrates on improving quality of life through:
- More community interaction by patrols
- Increased humanitarian aid
- Expanded governance in order to win civilian support.
4. Finally, Transition, is reached.
- Counter-insurgency operations can start being reversed
- The military can transition to training security forces within the affected country.
- This phase can often take just as long as the insurgency itself and has the highest risk of reverting in to a renewed fight, if not handled with patience and precision.
