This takes care of any contamination that might happen in the distribution system during transit from the treatment plants to the taps.

There is a minor downside to using liquid chlorine as a disinfectant in water. Water usually contains organic matter such as dead and decaying leaves. Chlorine reacts with this organic matter, and the resulting chemical reaction creates a group of harmful chemical by-products such as chloroform. The amount of chloroform created will dependent on many factors, including the season and the source of water. However, the benefits accrued with liquid chlorination of water far outweigh the risk factors associated with chlorine by-products.
