Be patient. HCG is not particularly consistent. Rather, users will stall for a little while, then rapidly lose weight. Follow your habits for a couple of weeks before making any drastic changes.

Keep a food journal. This will allow you to contrast the periods you are gaining or stalling with the periods when you aren't, and isolate the exact changes.

Drink lots of water. Your body needs water to function, particularly on HCG. If you don't drink enough, you will retain it, and the fact that it weighs more than fat will cause a gain.

Ensure you are eating enough. Again, this is a matter for the food journal. If you're not consuming enough calories, your body will try to compensate by storing what it does get as fat.

Purge stress from your life. Stressful events make your body produce cortisol, which is associated with weight gain. So, if you are following the diet correctly you should either try to be calm and handle stress better or do your best to eliminate stressful stimuli from your life.
