Massachusetts Health Insurance Programs

Qualified Massachusetts residents may apply for free or affordable health services. Health services may include dental, vision, X-rays and hospitalization. Children from low-income families may receive free coverage. In addition, undocumented noncitizens and documented noncitizens may qualify for particular designated benefits. The state of Massachusetts offers various health insurance programs to meet the needs of its varied communities.
  1. MassHealth Insurance Program

    • The insurance program provides dental programs, personal care attendant programs, home health services and behavioral health services. For those residents who need assistance with nonemergency transportation, MassHealth provides transportation at no cost. Members may enroll in a MassHealth managed care plan, including Neighborhood Health Plan, Fallon Community Health Plan, BMC HealthNet and Network Health. MassHealth includes a variety of types of coverage, such as standard, family assistance, basic, limited and prenatal.

    Commonwealth Care Insurance Program

    • Residents of Massachusetts who are not eligible for MassHealth may apply for the Commonwealth insurance program. Residents may select from a variety of private health insurance companies. Fees are based on income; however, the program is free for low-income residents. Residents must be 19 years of age or older. Benefits include vision care, emergency care, wellness care, prescription drugs, behavioral services and in- and outpatient medical care.

    Children's Medical Security Plan

    • Children's Medical Security Plan (CMSP), operated by MassHealth, is a health insurance program providing basic medical and dental services for children and teenagers under 19 years of age. Services include dental, nonpreventive outpatient care, preventive outpatient care, prescription drug, family planning and medical equipment. However, the plan does not include hospitalization.

    Commonwealth Choice Insurance Program

    • Commonwealth Choice is an unsubsidized health insurance program for adults aged 18 years and older who are not qualified for MassHealth or Commonwealth Care. Commonwealth Choice includes emergency care, behavioral health services, prescription drug, prenatal services, chemotherapy and X-rays. Available plans include Blue Cross Blue Shield of Massachusetts, Fallon Community Health Plan, Harvard Pilgrim Health Care and Health New England, Tufts Health Plan and Neighborhood Health Plan. The Commonwealth Health Insurance Authority oversees this insurance program.
