      Examine the different waivers. As of the date of this publication, the state of Virginia has seven different Medicaid programs that apply to who can access assistance for home care. Each program is accompanied by a waiver. Select the one that applies to you or your loved one's situation. Among them are Elderly or Disabled, Alzheimer's Assisted Living and HIV/ AIDS.

      Locate your local Department of Social Services and ask them to mail you the brochure linked to the waiver you are seeking. The brochure will give you the details of each program as well as who (you, a family member) is authorized to initiate home care services as they pertain to that exact plan.

      Apply for the waiver. Again, this process is going to vary, depending on the program to which you are applying; consult the specific information that is located in the official Virginia state literature brochure for a specific program.
