ICEMA Protocols

The Inland County Emergency Medical Agency (ICEMA) is the organization that sets the vast array of policies concerning emergency procedures in California's San Bernardino, Inyo, and Mono counties. For anyone interested in a career in emergency services, or for anyone simply curious about the guidelines currently in place to keep them safe, a knowledge of ICEMA protocols is a critical first step.
  1. System Policies and Procedures

    • The first half of ICEMA protocols are the system policies and procedures. Here, all protocols are numerically divided into several categories, beginning with the 1000 group and ending with the 8000 group. Specifically, they include Accreditation and Certification, Data Collection, Education, Quality Improvement, Miscellaneous System Policies, Specialty Program/Provider Policies, Standard Drug & Equipment Lists, and Transport/Transfers and Destination Policies.

    Patient Care Policies

    • The second half of the current set of ICEMA protocols consists of patient care policies. Within this group the categories include General Patient Care Policies, Skills, Adult Emergencies, End of Life Care, Environmental Emergencies, Pediatric Emergencies, and Trauma, grouped from 9000 to 15000, respectively.

    Recent Changes

    • The most recent set of changes to ICEMA protocols of 2010 occurred on July 1, and included a series of revisions as well as entirely new protocols. Collectively, these changes were brought about through a series of of professional suggestions by the Protocol Education Committee and ICEMA's Medical Advisory Committee, as well as through assorted public comments. Among these changes include the removal of Protocol 6050 - Pulse Oximetry Provider; the addition of 1080 - Flight Nurse Authorization; and 6080 - Paramedic Blood Draw for Chemical Test at the Request of a Peace Officer. There were also a host of revisions to pre-existing policies such as 9040 - Reporting Incidents of Suspected Abuse; 8010 - Interfacility Transfer Guidelines; and 14050 - Altered Level of Consciousness (Pediatric).
