  Call the Office of Regulatory Services Personal Care Home Program at 404-657-4076. It will mail you an application package that will need to be filled out in full and returned to the ORS Personal Care Home Program.

  Apply for a business license from your county business licensing office. If you anticipate being able to have more than 24 residents in your personal care home, you will need to also contact the Department of Community Health to obtain a "Certificate of Need."

  Complete any zoning requirements of the building that you would like to use for a personal care home. If the location is within city limits, contact that city to see what the zoning requirements are. If the location is not within a city's limits, contact the county for zoning regulations.

  Install safety features in your personal care home. Give thought to whom your clients will be and what they will need. Some things to think about are wheelchair access, handrails throughout the house, flooring that does not get slick or slippery, and hot water heater limits.

  Hire staff to work in your personal care home. Your staff will need to have criminal background checks done on both the state and federal levels. They also need to have completed first aid and CPR courses. Staff will need to be able to cook three full meals and two snacks per day as well as be able to complete care of the residents.
