Medicaid in Illinois

The state of Illinois offers Medicaid to a segment of the population that cannot otherwise afford health care coverage. The state has different plans, funded through Medicaid, that are focused on servicing specific groups or individuals. While all plans are administered by Illinois Department of Health Services, they have different names. The names describe what segment of the population the program is designed to benefit. Illinois offers plans just for new moms or moms to be. Another plan assists women with family planning. All Kids covers any child who does not have insurance, while another plan, Family Care, covers adult parents or caretakers if the family's income is below a certain limit.
  1. Moms and Babies

    • Eligibility for coverage in the Moms and Babies insurance program is based on income. A woman must live in Illinois, although she does not have to be a citizen or legal resident of the United States. She also does not need a Social Security card. The coverage lasts for 60 days after birth of the child. The child is also automatically covered under the All Kids program for one year. A family of two must have income less than $2,428 per month. A family of three must have income less than $3,052 per month. A family of four must have income less than $3,675 per month. A family of five must have income less than $4,298 per month.

    Healthy Women

    • Enrollment in the Healthy Women program is available if a woman meets the following requirements: The women is between 19 and 44, is a U..S citizen or legal resident with Social Security card, lives in Illinois, does not have health insurance coverage for birth control, and is not currently pregnant. There are income thresholds that also have to be met. A single or unmarried woman with income less than $1,805 per month may qualify. A family of two must not have income in excess of $2,428 per month. A family of three must not have income in excess of $3,052. A family of four must not have income in excess of $3,675 per month. A family of five must not have income in excess of $4,298.

    All Kids With No Monthly Premium

    • Eligibility for the All Kids insurance program is reserved for any child who cannot obtain insurance through their parents either because their parents' employers do not offer it, it is too expensive, or their parents are self-employed. Income guidelines will determine whether a family is eligible to insure their children with no monthly premium. A family of two with monthly income less than $1,821 is eligible for no monthly premium. A family of three with monthly income less than $2,289 is eligible. A family of four with monthly income less than $2,756 is eligible. A family of five with monthly income less than $3,224 is eligible.

    All Kids with Monthly Premium

    • Eligibility for families who may have higher monthly incomes but without access to health insurance through their employer or are self-employed can also insure their kids through the All Kids program. A monthly premium is required. The monthly premiums range from $15 to $300 depending on the monthly income of the family. Because there are many income scales, take a family of four as an example. The complete range can be found at the the Illinois All Kids website. A family of four with two children will qualify for All Kids with a $15 monthly premium per child with income less than $3,675. A $40 per child monthly premium would be due if income is up to $5,513. A $70 per child monthly premium would be due if monthly income is up to $7,350. A $100 per child monthly premium would be due if monthly income is up to $9,188. A $150 per child monthly premium would be due if monthly income is up to $14,700. A $300 per child monthly premium would be due if monthly income is over $14,701.

    Family Care With No Monthly Premium

    • Obtaining insurance for adults who care for children under 18 years of age is possible as long as certain financial criteria are met. Recipients also must be U.S. citizens and live in Illinois. Income eligibility for parents or caretakers of minor children is based on the number of family members. A family of two is eligible with monthly income that does not exceed $1,821. A family of three is eligible with monthly income that does not exceed $2,289. A family of four is eligible with monthly income that does not exceed $2,756. A family of five is eligible with monthly income that does not exceed $3,224. A family of six is eligible with monthly income that does not exceed $3,691.

    Family Care with Monthly Premium

    • For those families who have monthly income in excess of the specified amount for no-cost coverage, Illinois offers coverage for a small monthly premium. A single parent or caretaker of a child would be eligible for coverage if monthly income is between $1,822 and $2,246. A parent or caretaker of a family of three would be eligible if monthly income is between $2,290 and $2,823 per month. A parent or caretaker of a family of four would be eligible with income between $2,757 and $3,399. A parent or caretaker of a family of five would be eligible with income between $3,225 and $3,976. A parent or caretaker of a family of six would be eligible with income between $3,692 and $4,553. The monthly premium as of March 2011 is $25 for two people, $30 if three people are covered, $35 if four people are covered, and $40 if five people are covered.
