How to Apply for an Oregon Health Plan for a New Baby

Part of the Oregon Health Plan but available only for resident children 19 years of age and under, Oregon's Healthy Kids program is a health insurance program that helps children of low-income families. To enroll your new baby in Oregon Healthy Kids, the baby must have been non-insured for at least two months, although some exceptions apply, such as the loss of a parent's job or a serious medical need. Babies in the Oregon Healthy Kids program may qualify for no-cost or low-cost health insurance for one year of coverage, with reapplication available.

      Calculate your income eligibility for the Oregon Healthy Kids program against the federal poverty level. The income eligibility is 201 to 300 percent above Federal poverty level for low-cost health care, and 300 percent above Federal poverty level or higher for no-cost care. You can use a Federal poverty level calculator, which is available online from websites such as the Coalition of Community Health Clinics, to determine your family's percentage above the Federal poverty level.

      Obtain a print version of the application by calling 1-877-314-5678, or fill out an application online at the Oregon Healthy Kids' website, if your baby qualifies for the Oregon Healthy Kids' program based on your income level. Both applications are available in English, Vietnamese, Spanish and Russian.

      Enroll your baby for the April 1st or October 1st start date by calling 1-877-314-5678, if your application for Healthy Kids is accepted. Once your baby is enrolled, he may visit a doctor for a full checkup and any medical tests needed.
