What Are the Federal Regulations for Medicaid Eligibility?
While the rules and regulations for meeting Medicaid requirements are slightly different in each state, there are general federal regulations for Medicaid eligibility in effect. Most commonly, individuals applying for Medicaid must be either pregnant, disabled, blind or aged, with limited income. An applicant must be a U.S. citizen or a lawfully admitted immigrant.-
Pregnancy

Even if you feel you may not qualify for Medicaid, it is still important to apply, since income requirements are different in each state. If you think you are pregnant, apply for Medicaid, whether you are married or single. If you do qualify and are still on Medicaid at the time of your child's birth, both you and your child will be covered by Medicaid.
Disabled, Blind or Aged

If you're disabled, blind or you are at least 65-years-old, with limited income and resources, you can apply for Medicaid. If you meet one of those requirements, and are living in a nursing home with limited income and resources, you can apply for Medicaid. If at-home nursing is required, you can also apply for Medicaid. Anyone who is terminally ill and needs hospice services can apply for Medicaid. Lastly, if you are eligible for Medicare and have limited income, you can apply for Medicaid.
Children, Teenagers, Special Circumstances

The following are general federal guidelines for applying for Medicaid for children, teenagers and other special circumstances:
If you are the parent or legal guardian of a child who is 18-years-old and income is limited.
If your child is sick and would qualify for nursing home care, but could stay home with care.
If you are a teenager living on your own, you may qualify or an adult may apply for you.
If you are leaving welfare.
If you are a family with children under 18-years-old with limited income.
If you have very high medical bills, which you cannot pay, if you are pregnant, under the age of 18 or over the age of 65, are disabled or blind.
