Print the relevant documents directly from the GPO Access website. Click on the link for "GPO Access: Code of Federal Regulations." Enter "COBRA" into the search box. Scroll to 26 CFR, Part 54. Select the format you want to view the regulation in: text, PDF or summary.

Buy the publication from the U.S. Government Book Store. A link to the store is on the Government Printing Office homepage. Select "Code of Federal Regulations," then select the publication you wish to purchase. As of May 2010, the cost was $47.
