Federal Medicaid Resident Rules
Medicaid is a health insurance program partially funded with government monies. All individuals that meet the federal Medicaid requirements are eligible for benefits. The benefits consist of paying for doctor’s visits, hospital stays and checkups. The plan is active for one year, unless you do not meet the requirements any longer.-
Residency

To apply for Medicaid, you must be a resident of the state that you are applying in. Documents to validate your residency include a lease or mortgage statement, a utility bill or state-issued identification.
Citizenship

You must provide proof of citizenship in the United States to apply for the Medicaid program. Medicaid requires that an individual has a valid Social Security card or Green card. In addition, you may qualify for the Medicaid program if you are eligible for citizenship status.
Transfer

The Medicaid program does not allow you to have dual residency. However, if you move to another state, you can request a transfer of your case to the new state's Medicaid office by contacting your caseworker.
