Medicare Skilled Nursing Guidelines
Skilled nursing facilities (SNFs) must provide you with a document outlining your rights under Medicare guidelines, according to Medicare's website. Patients in SNFs have the same rights as other American citizens; there are other rights as well, which vary by state.-
Basic Guidelines

SNFs are not required to accept all patients applying for care but must follow civil rights laws when determining eligibility. Patients have a right to choose their own schedules while at an SNF, as long as the schedule fits within the SNF's care plan. Any infringement upon your right to respect, to be treated without neglect or your right to care without abuse should be reported to the SNF immediately.
Restraints

SNFs may not use manual or chemical restraints unless it is necessary to treat your illness. You may refuse the use of restraints unless you are in danger of hurting others or yourself.
Fees

Your SNF must inform you of all services and fees before you move into the facility, according to Medicare's website. This list of fees must be delivered in writing.
