What does the National Response Framework do?
It serves as the guide for how the nation responds to disasters, emergencies, and acts of terrorism.

>The primary purpose of the NRF is to:
- Establish a comprehensive, national, all-hazards response system
- Promote a coordinated and effective response by all levels of government, nongovernmental organizations, and the private sector
- Ensure the protection of life and property, preserve public health and safety, and provide essential human services during disasters
- Guide national preparedness efforts across the spectrum of prevention, protection, response, and recovery

The NRF consists of the following eight elements:
- Preparedness: This element encompasses all activities necessary to prepare for and prevent disasters, including risk assessment, planning, training, exercising, and equipping.
- Response: This element includes all activities necessary to respond to disasters, including initial response, life-saving operations, and recovery efforts.
- Recovery: This element includes all activities necessary to recover from disasters, including restoring essential services, repairing damaged infrastructure, and providing assistance to those affected.
- Mitigation: This element includes all activities necessary to mitigate the effects of disasters, including land use planning, building codes, and public education.
- Public Information and Communications: This element includes all activities necessary to provide accurate and timely information to the public about disasters, including warnings, alerts, and instructions.
- Resource Management: This element includes all activities necessary to manage resources for disaster response and recovery, including personnel, equipment, and supplies.
- Operational Coordination: This element includes all activities necessary to coordinate the actions of different agencies and organizations involved in disaster response and recovery.
- Planning: This element includes all activities necessary to develop and maintain plans for disaster response and recovery.
