Since 1982, various independent and government organizations such as the European Commission Scientific Committee on Emerging and Newly Identified Health Risks and the Australian Radiation Protection and Nuclear Safety Agency have conducted studies that found that the ultraviolet rays emitted by fluorescents are not strong enough to cause skin cancer.

The ARPANSA studies found that it would take six hours of exposure at a distance of 10 cm (4 inches) from a compact fluorescent bulb for exposure limits to equal that of approximately six minutes in midday sunlight.
