Who first started the emergency alert system?

In the United States, the modern Emergency Alert System (EAS) was established by the Federal Communications Commission (FCC) in 1994 as a successor to the Emergency Broadcast System (EBS), which had been in use since 1963. The EAS was designed to provide the President of the United States with an immediate and reliable way to address the nation in times of emergency. The system is also used to disseminate alerts about severe weather, natural disasters, missing children, and other emergencies.
