Scatter the cinders over the pavement before it snows. The cinders will stop the snow from sticking to the pavement, which will make it easier to remove.

Shovel off the snow and the cinders. There's no way to keep the cinders you scattered on the ground and just remove the snow, since rather than sticking to the ground, the snow is now sticking to the cinders.

Spread more cinders to act as another preventative layer for the next bout of snow removal.
