West Virginia Medicaid Requirements

In West Virginia, Medicaid provides medical care for the community to families or individuals unable to afford health insurance. The requirements are that eligible persons must be receiving public assistance from the Aid to Families with Dependent Children (AFDC/U), or Supplemental Security Income (SSI). For AFDC/U, you must have a dependent child. For SSI, you must be blind or disabled.
  1. Citizenship and Identity Requirements

    • You must prove your identity and that you are a United States citizen by providing documents such as a U.S. passport, a certificate of citizenship or documentation from a federally recognized Indian Tribe. No other documents are required. If you do not have these documents, then you must prove your citizenship by providing a U.S. public birth record, a final adoption decree, and official military record or U.S census record. Additionally, you must prove your identity by providing a driver's license, school ID card with a photo, U.S military or military dependent's card , government ID card, Native American Tribal document, U.S. Coast Guard Merchant Mariner card, or medical records.

    "Needy" Requirements

    • AFDC/U ended in West Virginia in January 1997 and was replaced with West Virginia Works, but Medicaid is still associated with AFDC/U requirements. Families and children will qualify for Medicaid is they are considered deprived of parental support due "absence, incapacity or unemployment." Their asset limit must be under $1,000 and their income must be 100 percent or below the Federal Poverty Level (FPL). Pregnant women and children under age one are eligible if their family income is 150 percent or below the FPL. Children ages one to five are eligible if the family income is 133 percent or below the FPL.

    "Medical Needy" Requirements

    • Women diagnosed with breast or cervical cancer by a Centers for Disease Control and Prevention (CDC) program may qualify for Medicaid under age 65. There are no income or asset requirements. Medicaid coverage is provided for disabled individuals who are between ages 16 and 65. They must meet Social Security disability requirements, and they must not earn more than 250 percent of the FPL. Their assets must not exceed $2,000 for an individual and $3,000 for a couple.
